Subject: INSTALL: depend on Text::ParseWords

It's been distributed with Perl since 1994, and we use it for
both -imapd and lei.  It's split out as a separate package in
CentOS 7.x, so we'll depend on it to avoid surprising users
of RPM-based distros.
