Alright, I take your point below. We could declare -only-migratable
superseded by -only-migratable-modes then:

``-only-migratable``
   Only allow devices that can migrate using normal mode. Devices will not
   be allowed to enter an unmigratable state. Same as
   -only-migratable-modes normal. Kept for backward-compatibility.
