Introduce HostIOMMUDevice as an abstraction of host IOMMU device.

Introduce .realize() to initialize HostIOMMUDevice further after
instance init.

Introduce a macro CONFIG_HOST_IOMMU_DEVICE to define the usage
for VFIO, and VDPA in the future.
