Using the 'update-copyright' script from gnulib[1]:
git ls-files | UPDATE_COPYRIGHT_HOLDER='all contributors' \

While we're in the area, make a wording change from "GPLv3 or later"
to "GPL-3.0+", as the latter is favored by SPDX.org

Not everybody cares for manpages.

The documentation part is managed by the new
Documentation/update-copyright script. For the future, the rest may
be managed by the update-copyright tool in gnulib

Currently, this allows us to use different manpage paths for the
tarball and gem; as gem-man and setup.rb expect different paths
for manpages.
Additionally, Hoe is designed for Ruby projects. dtas may include
Perl/shell/Python/whatever in the future. So use GNU make as it
is more suited for language agnosticism.

This is a new code base and we should avoid introducing warnings.

We hardly use GNU make right now.

All files we distribute in the tarball need to have a
copyright/license specified for Savannah.
We don't need the example state file anymore.

As far as new projects are concerned, I'm done with HTML.
